Meeting for the first time this month, Nags Head commissioners discussed permitting the rental of beach chairs and umbrellas, among other items.

These rentals were allowed last summer with a sunset clause of December, 2011. Planner Elizabeth Teague brough the issue before the board again, saying that they had experienced some violations. The planning board had sent it to the commissioners with the suggestion that the rentals not be allowed east of the first line of vegetation, that the chairs and umbrellas not be stored on or near beach accesses, not be set up before the customer requests it and that the rentals be limited to hotels  and an entity such as nags Head Village and that a permit be revoked immediately if there are any violations. This ordinance passed by unanimous vote. Mayor Bob Oakes was recused from this discussion and vote because of business interests.

The board also discussed the Abalone Street waterline project. The town will complete the loop in the area so there are no dead ends.

In other business, the board:

*Voted in favor of adding “Indoor Training Facility for Dog Agility Club” as a permitted use within the C-3 district;

* Decided to drop the position of alternate member of the planning board because it is so seldom needed.

* Discussed amending the town code section on architectural and interior lighting  to allow liighting from roof-mounted systems.

* Heard a repor from Mayor Oakes who said that 48 percent of the sand applied in the beach renourishment project was below the mean low water mark and was reacting as expected.

* Oakes also reported on the Colony Ridge Advisory Committee meeting, saying there was a good atmosphere.

* Approved a final subdivision plat tor a two-lot division located just north of Bainbridge St.

* Held two closed sessions to discuss ongoing litigation.

GEORGIA SUGIMURA ARCHER, director, producer of her feature film, Barbershop Punk, will appear at a program sponsored by the Dare County Arts Council Saturday, Feb. 18, at Cape Hatteras Secondary School as part of the South Arts Southern Circuit Tour of Independent Filmmakers. Following a screening of the film,  Archer and the audience will engage in a discussion about the film and her work as a filmmaker. With the simple act of swapping files, barbershop quartet baritone Robb Topolski finds himself at ground zero of a landmark case whose outcome will affect the rights of every American citizen. Roanoke Island battle topic of program

A National Park Service Outer Banks Group Know Your Park citizen science program on the 150th Anniversary of the Battle of Roanoke Island will be presented by Drew Pullen on Wednesday, February 8, 7 p.m. at the Fort Raleigh National Historic Site Visitor Center near Manteo. The program is free and will last approximately one hour.

Pullen’s presentation of the battle will include details on the preparation of Burnside’s Expedition, encountering of severe winter storms near Hatteras Inlet, landing of troops on Roanoke Island, assault on the Confederate 3 gun earthwork, and the consequences of this Union victory.

Drew Pullen graduated from Houghton College with a major in history. He did his graduate studies at S.U.N.Y. at Geneseo, N/Y. He is the author of two books: The Civil War On Hatteras Island and The Civil War On Roanoke Island. He is a former history teacher and managed the Hatteras and Ocracoke branches of the East Carolina Bank for more than 25 years. As an amateur historian he has written several articles on the Civil War for local newspapers. Drew serves on the Board of The Friends Of The Graveyard Of The Atlantic Museum, as chair of the “Flags Over Hatteras” Civil War On The Outer Banks Committee and a volunteer at the museum.

The Know Your Park citizen science program series is designed to further connect the Outer Banks communities and residents with the rich natural world and cultural heritage of their neighboring National Park sites; Cape Hatteras National Seashore, Wright Brothers National Memorial and Fort Raleigh National Historic Site. “These presentations offer local residents an opportunity to both learn more about, and better enjoy, their National Parks” stated Mike Murray, Superintendent, Outer Banks Group.

Heart screenings set for Feb.

Outer Banks Hospital will offer heart screenings in the lobby every Thursday in February, 2, 9, 16, 23, 8-10 a.m.

Tests included will be total cholesterol (HDL, LDL, triglycerides), blood pressure, glucose, body mass index. Karla Coughenour, regisstered dietitio, will interpret the results and provide counseling. No appointment is necessary.

First Flight Chapter 2206 of the National Active and Retired Federal Employees Association (NARFE) will hold its monthly meeting on Tuesday, February 14, at Western Sizzlin Restaurant in Kill Devil Hills with dinner at 6 p.m. followed by the meeting at 7 p.m.

The featured speaker will be Colleen Lyall. She will speak on Alzheimer’s in general.

The Dare County League of Women Voters will be offering a presentation on the causes, ecology, and impact of last summer’s Pains Bay Fire. It will occur on Thursday, March 22. The time and place will be announced soon. A special element of this presentation is that it will offer research findings done by a group of UNC – Chapel Hill undergraduates who spent last fall studying in Manteo and researching the Pains Bay Fire for their collective research undertaking known as the Capstone Project. Their work included a survey of year-round residents living in many Dare County communities that examined the feelings of those residents about the impact of both wildfires and prescribed burns in the Alligator River Wildlife Refuge.  A follow-up “Go-See” tour of the area that was burned will occur on April 20.

3rd District GOP to meet

Jan. Employee of Month

JESSICA PHILLIPSs, office support specialist for emergency management and communications, is the January Dare County Employee of the Month. Sandy Sanderson, emergency management director, presented Phillips with the award at the January 3 board of commissioners meeting.

Phillips handles administrative tasks for both emergency management and E911 communications. She has worked for Dare County for 16 years, and has worked during numerous emergency situations during that time. She is head of the administrative arm of the Joint Information Section (JIS) which activates to manage crisis communications for the Dare County Control Group and all its member agencies during emergency situations. She handles many of the logistics of setting up the Emergency Operations Center when the JIS activates.

“She is the glue that holds my office together,” Sanderson commented during the presentation. “She treats everyone she encounters with the respect and professionalism that everyone likes to receive during an emergency.”
